Position Objective:
The position exists primarily to carry out research, develop
policy documents and reports, and liaise and negotiate with
relevant agencies and government departments relating to policy
issues.
Key responsibilities - duties:
- In cooperation with the Senior Policy Adviser, provide policy
advice to the Chief Executive Officer, Executive and Full Council
on relevant issues;
- Prepare reports, submission, discussion papers, and position
papers on relevant issues for the Chief Executive Officer,
Chairperson, Executive and Full Council;
- Coordinate and advise on funding applications and other
submission development throughout the Northern Land Council;
- Represent the Northern Land Council on appropriate committees
and to relevant groups and meetings;
- Liaise with government officers and other agencies on policy
and funding issues;
- Liaise with other branches within the Northern Land Council in
the coordination of projects and policy development;
- Assist and work with external consultants from time to
time;
- Participate in the NLC interdisciplinary team structure and
process, represent the Branch on specific team projects, and where
appropriate manage those projects;
- Carry out other duties as directed by the Senior Policy
Adviser.

- Report to Senior Policy Adviser • Assist other
Secretariat staff as available.
- Assist other staff as available on request or as directed.
Selection criteria - essential:
- Experience in policy analysis and development, including a
demonstrated ability to undertake research.
- Demonstrated high level oral and written communication
skills.
- Demonstrated knowledge of Aboriginal culture, including an
ability to communicate effectively with Aboriginal people.
- Sound knowledge of the Aboriginal Land Rights (Northern
Territory) Act and knowledge of other legislation which impacts on
Aboriginal people within the Northern Land Council region.
- Awareness of key issues affecting Aboriginal people within both
the Northern Land Council region and the Northern Territory in
general.
- Working experience in liaising with government departments,
ministerial advisers, and other agencies.
- Demonstrated knowledge of the practices, programs and processes
of government, government departments and authorities, and
political parties as they relate to Aboriginal people in the
Northern Territory.
- Demonstrated ability to establish priorities, work deadlines
and manage workloads.
- Demonstrated ability to work in a team environment as well as
an ability to work independently and exercise initiative.
- A willingness to undertake intra and interstate travel, often
to regional and remote areas either by air or road, at times for
overnight or longer.
- A current Northern Territory manual driver’s licence, or
a ability to acquire.
Selection criteria - desirable:
- Tertiary qualifications in Social Sciences, Political Sciences,
Law or related fields.
- Working experience within an Aboriginal organisation,
preferably in the policy/research fields.
- Experience in negotiating funding and identifying funding
opportunities or the ability to gain such experience.
- Knowledge of, and commitment to, the principles of equity and
diversity, participative Workplace Practices, Occupational Health
and Safety, and the ability to apply them in the workplace.
